Kim M. Bowman Jr. is an elder law and estates attorney with a deep commitment to public service and community leadership. In addition to his legal practice, Kim serves as a City Councilmember and 2025–2026 Mayor of La Cañada Flintridge, where he works to strengthen the community and ensure it remains a vibrant place to live, raise a family, and grow older. His practice focuses on supporting older adults and families through estate planning, probate, trust administration, and related matters with a thoughtful, client-centered approach.

Kim previously served as Special Counsel for Neighborhood Legal Services of Los Angeles County, where he provided critical legal assistance to individuals impacted by natural disasters and led the estates and probate program for low-income clients. Earlier in his career, he was selected as a FUSE Executive Advisor to the Los Angeles County Chief Deputy of Juvenile Services, where he led initiatives to develop public policy, enhance services, and improve juvenile justice programs across the county.

In addition to his civilian legal work, Kim is a Major in the United States Air Force Reserve and serves in the Judge Advocate General’s Corps. His longstanding dedication to public service also includes roles as past President of the Los Angeles County Commission for Older Adults, former Parks and Recreation Commissioner for the City of La Cañada Flintridge, and service on several nonprofit boards. He is also a Lecturer in Law at the University of Southern California, Gould School of Law, where he teaches both law and medical students.

Kim earned his Juris Doctor from the University of the Pacific, along with a Master of Arts in Gerontology from the University of Southern California and a Master of Business Administration from Westminster University. He also holds dual bachelor’s degrees in Gender Studies and Political Science from the University of Utah. He is admitted to practice before the Supreme Court of the United States, multiple federal courts, and in both California and Utah.

Outside of his professional work, Kim enjoys spending time with his wife, Cynthia Nguyen, M.D., a pediatric orthopedic surgeon, and their children. The family resides in La Cañada Flintridge with their two cats.
