Tim Gosney joined Lagerlof, Senecal, Gosney & Kruse, LLP, in 1974, and is now one of the firm's managing partners. He has more than 35 years of legal experience in virtually every aspect of the firm's business practice, with particular emphasis in solving business and real estate problems in both the public and private sectors.

Mr. Gosney is general counsel to Palmdale Water District, Newhall County Water District, Ventura Port District, Walnut Valley Water District and La Puente Valley County Water District, representing several of these agencies for more than 20 years.

Mr. Gosney's early practice focused on the labor and employment problems facing employers, representing management in more than 100 labor arbitrations, with only three unfavorable decisions. He also has extensive experience with the collective bargaining process. He has worked closely with public and private entities alike in complex ground leasing and financing transactions, especially in the tidelands and submerged lands along the California coast.

Mr. Gosney's litigation experience has been focused primarily in the business and transaction areas, including construction and financing disputes, CEQA (California Environmental Quality Act) compliance, condemnation and water rate litigation. In 2006, he was chief counsel for Bighorn-Desert View Water Agency v. Verjil, the California Supreme Court case that determined water rates to be subject to the requirements of Proposition 218. He has served on the ACWA (Association of California Water Agencies) Legal Affairs Committee for more than 12 years and is now in his second term as a member of the ACWA State Legislative Committee. He speaks frequently on employment law issues and matters of interest to public districts, such as the Brown Act, the Political Reform Act and conflicts of interest.
