Jess Senecal is a senior partner of the firm with more than 50 years of experience in municipal, natural resources, business and real estate law.

Mr. Senecal's expertise in the area of municipal and water law is extensive. He has been involved in nearly every major water rights case in Southern California, and has served as counsel for a number of public agencies, municipal corporations and investor-owned entities engaged in the utility business. His services have included litigation, regulatory compliance, public financing and transactional work.

He also has been involved in studies relating to the reorganization of local governmental institutions. From 1970 to 2007, he served as Chairman of the Legislative Committee of the Association of California Water Agencies. Mr. Senecal is a recipient of the Water Education Foundation and ACWA Embassy Awards for contributions made to the California water community during his career.

In the corporate sector, Mr. Senecal has handled matters from the formation of a business organization to its subsequent acquisition or merger. His work has spanned both transactional and litigated matters for clients in the heavy- and specialty-manufacturing, retail, hotel, hospitality, architectural, engineering and construction industries, among others. His real estate experience includes a variety of purchase and sale transactions and litigation relating to real estate syndication and shopping center, commercial and industrial development permitting and leasing.
